I.CALL TO ORDER AND PLEDGE OF ALLEGIANCE

The Regular Meeting of the Alamosa City Council was called to order on the above date by Mayor Josef Lucero at 7:00 p.m. The Pledge of Allegiance was recited

 

II.ROLL CALL

Present at roll call: Mayor Lucero, Councilors Greg Gillaspie, Jan Vigil, Rusty Johnson, Charles Griego, Ty Coleman and Michael Stefano. Also present: City Manager Heather Brooks, City Attorney Erich Schwiesow, and City Clerk Holly Martinez.

 

III.AGENDA APPROVAL

It was moved by Councilor Griego and seconded by Councilor Vigil to approve the agenda as presented. The motion carried unanimously.

 

IV.CITIZEN COMMENT
Alamosa City Council welcomes your comments. Citizens wishing to speak may obtain and complete a speaker card through the City Clerk at the start of the meeting.

V.CEREMONIAL ITEMS
A.Introduction of Deputy Clerk, Susanna Gallegos

Holly Martinez introduced Deputy Clerk Susanna Gallegos, who was welcomed by Council.

 

B.Introduction of New Officer, Ivan Garcia

Chief Oakes introduced Officer Ivan Garcia, who was welcomed by Council.

 

VI.CONSENT CALENDAR A
The Consent Calendar allows multiple actions with one motion. Consent Calendar A contains routine items which have been recommended for action by staff or advisory boards. Council may remove a consent calendar item for separate consideration.

It was moved by Councilor Johnson and seconded by Councilor Coleman to approve Consent Calendar A as presented. The motion carried unanimously. Items:

 

C.1.a.2015 Wheel Loader Bid Award Revision
C.7.a.Approve Minutes of Meeting May 20, 2015.
C.7.b.Resolution No. 7-2015, A Resolution Rescheduling the June 17, 2015 Regular Meeting of the Alamosa City Council to be held concurrently on July 1, 2015.
VII.REGULAR BUSINESS
C.Business Brought Forward by City Staff
1.Public Works
a.Public Hearing - Ordinance 7-2015, An ordinance vacating the alley on the north side of Lots 5 through 11, Block 1 of the College Subdivision.

Pat Steenburg reviewed the Ordinance.

 

Mayor Lucero opened the public hearing at 7:10 p.m. and asked for those wishing to speak on the issue.

 

There being no one wishing to speak, the hearing closed at 7:11 p.m.

 

Council further discussed the Ordinance.

 

Councilor Gillaspie moved, seconded by Councilor Vigil that Ordinance No. 7-2015 be finally adopted. The motion carried unanimously.

 

b.2016 5-Year Capital Improvement Plan

Pat Steenburg presented information to Council.

 

Councilor Johnson thanked staff for all their hard work on this project.

 

Councilor Johnson moved, seconded by Councilor Stefano to approve the 2016 Capital Improvement Plan as presented. The motion carried unanimously.

 

D.Committee Reports

Councilor Griego reported on the Airport Board.

 

Councilor Vigil reported on the School Board.

 

Mayor Lucero commented on the drones and thanked Councilor Griego for being at the meeting he attended.

 

E.Staff Announcements

Heather Brooks reminded everyone that this weekend Summerfest.

 

She also gave an update on the meeting regarding the plastic bags and informed Council that the July 1st meeting will have a compilation of data.

 

The next thing coming up for Council is the CML Conference in Breckenridge.

 

A.CONSENT CALENDAR B

Counselor Schwiesow commented that the packet contains an Certificate of Good Standing that was outdated from 2012 but it is in good standing current as of today's date based on one that was pulled from the Secretary of State's website. 

 

Councilor Griego moved, seconded by Councilor Coleman to approve Consent Calendar B as presented. The motion carried unanimously.

 

1.Christian Community Service Projects (CCSP), Alamosa Round-Up Rodeo, Special Events Permit June 25, 26, and 27, 2015.
COUNCIL COMMENT

Councilor Vigil thanked Heather and staff for their work on the plastic bag program.

 

Councilor Coleman encouraged the community to come out and support Summerfest this weekend.

 

Councilor Johnson echoed Councilor Vigil's comments.

 

Councilor Gillaspie commented that he is looking forward to returning from CML and being able to attend the Alamosa Round-Up this year.

 

EXECUTIVE SESSIONS
1.Pursuant to CRS 24-6-402 (4)(f) to discuss personnel matters relating to the annual performance evaluation of the City Manager.

Councilor Griego moved, seconded by Councilor Stefano to move into Executive Session (7:24 p.m.) pursuant to CRS 24-6-402 (4)(f) to discuss personnel matters relating to the annual performance evaluation of the City Manager.  The motion carried unanimously.

 

When back in Regular Session, Mayor Lucero affirmed that the Executive Session was held soley for the stated purpose.

 

 

 

ADJOURNMENT

The meeting adjourned immediately following the Executive Session.
