Pat Steenburg reviewed the Ordinance. Mayor Lucero opened the public hearing at 7:10 p.m. and asked for those wishing to speak on the issue. There being no one wishing to speak, the hearing closed at 7:11 p.m. Council further discussed the Ordinance. Councilor Gillaspie moved, seconded by Councilor Vigil that Ordinance No. 7-2015 be finally adopted. The motion carried unanimously. | | |

Pat Steenburg presented information to Council. Councilor Johnson thanked staff for all their hard work on this project. Councilor Johnson moved, seconded by Councilor Stefano to approve the 2016 Capital Improvement Plan as presented. The motion carried unanimously. | | |

Councilor Griego reported on the Airport Board. Councilor Vigil reported on the School Board. Mayor Lucero commented on the drones and thanked Councilor Griego for being at the meeting he attended. | | |

Heather Brooks reminded everyone that this weekend Summerfest. She also gave an update on the meeting regarding the plastic bags and informed Council that the July 1st meeting will have a compilation of data. The next thing coming up for Council is the CML Conference in Breckenridge. | | |

Counselor Schwiesow commented that the packet contains an Certificate of Good Standing that was outdated from 2012 but it is in good standing current as of today's date based on one that was pulled from the Secretary of State's website. Councilor Griego moved, seconded by Councilor Coleman to approve Consent Calendar B as presented. The motion carried unanimously. | | |

Councilor Vigil thanked Heather and staff for their work on the plastic bag program. Councilor Coleman encouraged the community to come out and support Summerfest this weekend. Councilor Johnson echoed Councilor Vigil's comments. Councilor Gillaspie commented that he is looking forward to returning from CML and being able to attend the Alamosa Round-Up this year. | | |

Councilor Griego moved, seconded by Councilor Stefano to move into Executive Session (7:24 p.m.) pursuant to CRS 24-6-402 (4)(f) to discuss personnel matters relating to the annual performance evaluation of the City Manager. The motion carried unanimously. When back in Regular Session, Mayor Lucero affirmed that the Executive Session was held soley for the stated purpose. | | |
