Subject/Title:
Motion to accept award of federal Office of Justice Programs Law Enforcement Behavioral Health Response Program grant in the amount of $530,000 over three years.
Recommended Action:
Accept the award and authorize the Finance Director to serve as the City's authorized representative and Grant Award Administrator for the award.

Background:

The City was successful in obtaining a grant award from the US Department of Justice for $530,000 over three years in support of the City's co-responder program and related activities. Materials concerning the grant award are attached to this communication.

 

The grant requires acceptance by an authorized representative, and further requires designation of a Grant Award Administrator, who must complete, or have completed in the last two years, OJP financial management and grant administration training. The Finance Director is the most appropriate person to designate in this role, as she will have direct oversight and authority over the administration of the grant.

Issue Before the Council:

1) Does council wish to accept the grant in the amount of $530,000 over three years?

 

2) If so, does Council wish to appoint the Finance Director as the authorized representative of the City for dealing with the grant, and as the Grant Award Administrator?


Alternatives:

1) Refuse to accept the grant.

2) Recommended alternative. Accept the grant, and appoint the Finance Director as the City's authorized representative and Grant Award Administrator.

3) Accept the grant and appoint someone else, such as the Mayor, or the City Manager, as the City's authorized representative and Grant Award Administrator.  This will require this person to receive significant emails and correspondence.



Fiscal Impact:
The City will see increased revenue of $530,000 over three years and corresponding expenses.

Legal Opinion:
The City Attorney will be available at the meeting for questions.

Conclusion:
This grant provides a great opportunity for the City to work to establish the co-responder program.
