Subject/Title:
Approve City Manager contract for 2022-2023.
Recommended Action:
Approve the professional employment agreement with Heather Brooks.

Background:

City Council has evaluated the performance of Heather Brooks and decided to continue the employment agreement, with a 3% increase to take effect January 1, 2023.

 

The employment agreement has been updated to reflect a change in the City's retirement contribution at 5 years and 10 years of satisfactory performance and modification to the severance payment if terminated without cause.

Issue Before the Council:
Does Council wish to renew the employment agreement with Heather Brooks?

Alternatives:
  • Council can approve the agreement.
  • Council can approve the agreement with changes.
  • Council can decide to not approve the agreement and provide further direction to staff.


  • Fiscal Impact:
    The COLA and merit increase are included in the 2023 budget.

    Legal Opinion:
    The City Attorney will be present for any questions.

    Conclusion:
    City Council conducted the annual evaluation of the City Manager and determined that continuing employment was appropriate.
