Subject/Title:
Motion approving the San Luis Valley Habitat for Humanity Contract for Services
Recommended Action:
Staff recommends that Council approve the contract for services with San Luis Valley Habitat for Humanity for $4,500.50.

Background:
For many years, the City has entered into an agreement with the San Luis Valley Habitat for Humanity to reimburse them for building permit, water and sewer tap fees. Habitat for Humanity paid the City $4,500.50 for the construction of the home at 1610 Edison Avenue in Alamosa and is requesting those fees be reimbursed. Habitat serves low-income families of the community within 30-65% of the Area Median Income (AMI) with affordable home ownership opportunities. Applicant Families have been unable to obtain a traditional mortgage through lending institutions and Habitat Mortgages are no-profit and 0% interest. Habitat Families make their house payments based on 25% of their monthly income. Habitat for Humanity homes are constructed with volunteer labor and the applicant families.
Issue Before the Council:
Does Council wish to approve the contract for services with San Luis Valley Habitat for Humanity for $4,500.50.

Alternatives:
  1. (Recommended alternative) Approve the contract for services with San Luis Valley Habitat for Humanity for $4,500.50.

  2. Decline to approve the contract and give staff further direction.
 


Fiscal Impact:
Although the City Finance Department will be cutting a check for $4,500.50, there is no net impact to the City’s budget as it is a reimbursement of fees already paid by San Luis Valley Habitat for Humanity.

Legal Opinion:
Acting City Attorney Mark Loy will be present at the meeting for comment.

Conclusion:
One of the City’s programs to grow and expand identified in the Housing Action Plan is to “Support…Habitat to produce more self-help housing” to address missing middle and production. Granting this fee reimbursement is consistent with that goal.
