Subject/Title:
Resolution No. 11-2022, Approving AHA retention of 2021 PILT
Recommended Action:
Assuming Ordinance No. 13-2022 has been approved, approve Resolution No. 11-2022. 

Background:

Ordinance No. 13-2022 approves an intergovernmental agreement between the City and the Alamosa Housing Authority (AHA) allowing the City to approve, on an annual basis, the AHA retaining all or a portion of the PILT payments it receives from HUD, and that otherwise would be paid to the taxing jurisdictions, for specific projects relating to affordable housing. The IGA envisions obtaining City approval from year to year by approval of a resolution setting forth the specific purposes for which the AHA may retain PILT payments in any given year.

 

For the 2021 PILT payment, staff recommends approving the AHA to retain $40,238.06 to foster two identified 2022 AHA capital projects that meet a goal in the City’s Housing Action Plan specifically, "Preserving what we have" which states that we should "Increase home restoration and energy efficiency retrofits to make homes safer, more economical, and more comfortable. The two projects total more than the 2021 PILT payment, so the AHA will need to fund the remaining balance from other sources.  The projects approved by Resolution 11-2022 are the following:

 

Capital project 1460 - Furnaces = $20,000

Capital project 1460 - Water Heaters = $30,000

 

A copy of the AHA's 2022 budget is attached for review and reference.

Issue Before the Council:
Does Council wish to approve AHA retaining the 2021 PILT payment in the amount of $40,238.06 for the two projects identified above?

Alternatives:

1. (recommended alternative): Approve Resolution No. 11-2022 as presented.

 

2. Approve one or the other of the identified projects, but not both, and require the remaining PILT balance to be remitted.

 

3. Direct staff to research whether there are other identified projects for 2022 that may better meet this or a different housing goal of the City to which the 2021 PILT payments could be applied.

 

4. Decline to approve the resolution, and give staff further direction.



Fiscal Impact:
The $40,236.06 in 2021 PILT payments would  be directed toward the identified housing projects rather than the City's general fund. No currently budgeted city expenditure's would be affected by the resolution.

Legal Opinion:
Acting city attorney Mark Loy will be present at the meeting for comment.

Conclusion:
Resolution No. 11-2022 adopts specific affordable housing projects for AHA to use 2021 PILT payments for.
