Subject/Title:

Selection of pieces for the 6th annual Artscape art on loan program

Recommended Action:

Staff recommends that Council approve the selection of 20 art pieces for the 6th annual Artscape.


Background:

The Artscape program was kicked off in 2017 and drew many positive comments from residents, business owners, and visitors.  So far the program has received $29,465 in donations, sponsorships, and grants and four pieces have been purchased in addition to the eleven pieces purchased by the City.  The Art Committee and Communication/Project Specialists have been instrumental with the creation and success of the program. 

 

The City received 48 submissions and used the same selection process that included a review by the Art Committee for appropriateness (safety, durable material, etc.) and a Community Art Jury ranking of the pieces on a 1-7 scale.  The Jury is comprised of a representative from Senior Center, Veterans, ASU Art Student, Chamber, Boys & Girls Club, ALMA, Marketing Board, two general community members, and a City Council representative.  Staff recommends that Council select the top 20 ranked pieces for the program.  Only 15 pieces will actually be installed, but the additional 5 pieces will be used if an artwork in the top 15 becomes no longer available prior to installation. 

 

The new artwork will be installed September 16, 2022.  The weekend Art Festival will also include the Downtown Artwalk and Salida Circus.  Society Hall is also partnering in the festivities and holding their annual Raise the Roof fundraiser that includes two days of musical performances. 

 

Staff will contact the current artists to ask if they would like their artwork to remain as part of the exhibition until they sell it or place it in a different show. 

 

Issue Before the Council:

Does Council wish to move forward with the selection of the top 20 art pieces for the 2022 Artscape?


Alternatives:

Council can authorize the selection of the top 20 pieces or provide further direction to staff.



Fiscal Impact:

The 2022 annual budget includes $25,000 for the Artscape program along with $1,823 carried forward from 2021 through savings, donations, and sponsorships.   

 

Each of the 15 artists will receive a $750 Honorarium and 1 artist will be selected for the People's Choice award for $1,000 for a total cost of $11,250.  The remainder of the budget is to cover marketing, pedestal construction if needed, minimal installation costs, 2 overnight stays for traveling artists, and the potential purchase of a piece from the new artwork either in 2022 or 2023.


Legal Opinion:
The City Attorney will be present for any questions.

Conclusion:

Artscape has been a very positive community art program that has increased the vibrancy and interest of the downtown.  Rotating out the sculptures with 15 new pieces will keep this program active.
