Background:
In the original regulations drafted by staff, a buffer/separation between STRs was proposed to lessen their impacts on neighborhoods and protect housing stock. Following public feedback, Council supported the idea of protecting housing and neighborhoods but wanted more balance with respecting private property rights. Council directed staff to create a map overlay grid to limit the number of STRs in a given area instead of a buffer, overall cap, or limits per block, street segment, or zoning district.
At the April 6th work session, staff presented four proposals for "short term rental zones". After discussing the goals, benefits, and drawbacks of each map, Council chose one while directing staff to make slight modifications to allow for future housing growth. It is that version that is currently being proposed for adoption.
