Subject/Title:
Public Hearing and Second Reading, Ordinance No. 7-2022, an ordinance amending the established pay plan for city officers and employees to accommodate a new co-responder position
Recommended Action:
Staff recommends that Council conduct a public hearing and unless information is provided to the contrary, approve Ordinance No. 7-2022 on second reading, amending the employee pay plan.

Background:

In the past, and pursuant to requirements of Article III, Section 11 of the Charter and Section 15-2 of the Code of Ordinances, Council has adopted, by ordinance, the pay plan for city officers and employees.  This plan establishes the pay range for all city job classifications.  While Council reserves the right to amend this ordinance, the ordinance directs the City Manager to fix salaries within these ranges.  Without formal Council approval the City Manager does not have authority to pay someone outside the established pay range. 

 

City Council provided direction to staff to create a co-responder program, and this pay plan amendment addresses adding the new position to the pay plan in pay grade K for non-certified and pay grade M for certified.   Staff worked with Valley-Wide to ensure the placement is consistent with the market.


Issue Before the Council:
Does Council want to approve the second reading of Ordinance No. 7-2022 amending the pay plan? 

Alternatives:
While Council is free to select or develop any number of alternatives, those listed below are examples.

1.  Pass on second reading Ordinance No. 7-2022.

2.  Approve on second reading with changes to the placement of the position in the pay grades.
 
3. Decline to pass the ordinance and give staff further instructions.


Fiscal Impact:
The ordinance amends the city's pay plan add this position to the pay plan with the fiscal impact between $57,200 (low end K range) to $94,265 (high end M range).  Council identified this as one of the projects to be funded with ARPA.  Additionally, staff is aggressively looking for grants to reduce the initial costs and more importantly, sustain the program.

Legal Opinion:
The City Attorney will be present for any questions.

Conclusion:
Passing the attached ordinance is important to add the new position as directed by Council to staff.
