Subject/Title:
Motion authorizing the City Manager to sign a lease agreement with Alamosa State Bank for the improvement and use of a downtown parking lot.
Recommended Action:
Staff recommends that City Council authorize the City Manager to sign the attached lease agreement with Alamosa State Bank for the improvement and use of a downtown parking lot.

Background:

Both the City Comprehensive Plan and Downtown Plan identified the need to increase parking downtown.  Rachel Baird, Development Service Director, was successful in securing a $430,000 DOLA REDI grant to fund two downtown parking lot projects:  1)  partnership with Friday Health for the development of a new parking lot on 6th Street and 2) partnership with Alamosa State Bank for the redesign of a parking lot on 4th Street.  The match used for the grant was $100,000 from the City as authorized by City Council and over $135,000 from Friday Health.  The redesign of the parking lot on 4th Street will add an additional 38 parking spots for the downtown.

 

The lease agreement with Alamosa State Bank includes the following provisions:

  1. Initial term runs until December 31, 2028 and renews annually thereafter.
  2. Alamosa State Bank will retain the ability to use their 34 spots during regular business hours (Monday-Friday 8:00 a.m. to 5:00 p.m.).  All other times will be available for public parking.
  3. The City will maintain the parking lot.

 

The lease and exhibit are attached.  The lease with Friday Health will be on an upcoming agenda.

Issue Before the Council:
Does City Council wish to authorize the City Manager to sign the attached lease with Alamosa State Bank?

Alternatives:
Council can authorize the City Manager to sign the attached lease or provide further direction.  However, the Alamosa State Board has agreed to the existing terms and may not be agreeable to any changes.


Fiscal Impact:
City Council had authorized the use of $100,000 of ARPA funds for the match for this grant.  The grant brings in $430,000 and combined with Friday Health's match of over $135,000, this represents a significant investment for downtown.

Legal Opinion:
The City Attorney will be present for any questions.

Conclusion:
The combination of the City's investment, Friday Health's contribution, and the REDI grant mean that over $665,000 will be spent creating approximately 215 new parking spots in the downtown, which is a major step forward in meeting the goal of more parking.  This portion of the project will at 38 additional parking spaces downtown (72 outside business hours).
