Subject/Title:
Motion authorizing an additional $14,000 for the purchase of police vehicles in 2022.  
Recommended Action:
Staff recommends City Council authorize an additional $14,000 for the purchase of two police vehicles scheduled for 2022.

Background:

Each year the police vehicle replacement program allows for 2-3 new patrol vehicles.  The approved 2022 budget includes the purchase of 2 new police vehicles in the total amount of $96,000.  Due to the unprecedented inflation the approved CIP budget falls short of the needed funding by $14,000. 

 

Since the inception of the regular replacement program, the department has noticed the sustainability of our fleet vehicles has greatly improved.  If the City deviates from the vehicle replacement program our older, higher mileage patrol cars will require more routine maintenance which will impact the operational budget including the Public Works' budget for fleet.  

Issue Before the Council:
Does City Council want to authorize the additional $14,000 needed to purchase the 2 new patrol vehicles scheduled for 2022.

Alternatives:
The alternative, if not approved, would be to purchase used vehicles with higher mileage, which will need to be replaced within 3-5 years compared to the 9-10 years for new vehicles. Additionally, parts for the older vehicles are not easily available and currently used cars in good condition are hard to find.  The second alternative is to provide staff with further direction.


Fiscal Impact:
The $14,000 will come from the general fund balance and be included as part of the first budget amendment.  Staff has added this amount to the 10-year projections and determined that the fund balance can absorb this increase.

Legal Opinion:
The City Attorney will be available for comment.

Conclusion:
The purchase of 2 new vehicles will keep the vehicle replacement program on track and provide a stable and sustainable fleet.
